1998 Chevy Cavalier I just can't figure it out.

I don't know much about cars but I can hear a grinding noise thats a lot like the kind when your driving over those ridges on the shoulder of the freeway just before the tolls and I can feel it a tiny bit in the peddles when I'm driving 25-40 mph. I know that the pads are good, I could really use some help thanks.

Could be a problem with the CV Joints/ Wheel Bearings/Brake rotors-inspect thoroughly-

That is a wheel bearing.I have been there. It sounds like you have knobby tires. That is a bad wheel bearing. One of the easiest repairs.
