Won't start when cold and idles high when running
Is the check engine light coming on at all?
There may not be a problem then. It's supposed to idle higher when cold but you may want to have it checked for stored codes anyway. The computer should be seeing anything that serious.
Why would it not be starting when its cold? Battery has already been replaced.

The computer did not say anything.
It's going to have to be troubleshooted using a scan tool and analyzing the PID data.
We had a guy do that and nothing came up.
No, you need someone that actually knows what to look for.
