Is this a problem with the Anti-lock brakes?

I am test driving a 2004 Ford Explorer to potentially buy, but while driving in the snow and testing the 4WD I noticed that when needing to stop abruptly the break pedal bounces as if it is trying to grab but cannot for some reason. It also does this in 2WD, What might be the cause of this problem and is it very expensive to repair? This is the only problem other than I am not sure if the 4WD is actually working.

To be hones this is the first time I have ever driven an Explorer and do not know much about them. My boss is offering it to me at a good price but I do not want to put a lot more money in it at this point. I believe it does have a check engine light but do I need to count the flashes assuming it does this? There is no vibration at any other point so I am not sure if the rotors are warped.

Autozone could not find any codes. Would this mean a sticky caliper? The vehicle does not really pull left or right however it feels more like the left hand side to me. Any thoughts?
