2002 Ford Explorer anti lock brakes

I have a 2002 ford explorer xlt truck.....I had the brakes,rotors and calipers replaced 6 months ago due to normal wear and tear......Now since they have replaced the brakes and all when I go to stop at a full stop, the brake pedal clicks and goes to the floor and the truck keeps going for a little and then the brake kicks in again......I was told that is wha tanti lock brakes do by our local garage. Is this true and if not what is happening

ABS brake come on only when needed
and not at every application
if you are driving on ice or snow then u will be able to feel it more often

if its happened all the time and on dry road
check ABS sensors and ring
