1994 Ford Explorer ABS Breaking System

My 1994 Ford Explorer brake system . I am not able to get my brake pedal to get firm. Have installed new Master Cylinder and new rear break cylinders, but brake pedal will still go very close to the floor even after bleeding the whole system. If I try to stop on ice or gravel I can hear a clicking noise from the front end of the vehicle. Had the front breaks done, installed new rotors and new break pads. Still has not improved stopping ability. Do you have any suggestions has to what to look for. Would appreciate any help you could give me.

If it has drum brakes on the bake, try adjusting them, these systems with rear drum brakes , pedal height is controlled by rear adjustment. That is if all else is OK, no air in the system, master cyl,ok.
