Problems with RPM

my rpm is already at 1 when i start the car and when i press the gas pedal it shoots forward suddenly. the car will move by itself when i'm not pressing the gas pedal. what is wrong with it & how much will it cost to fix it?

During cold start, the idling speed would be higher than standard of around 700 rpm at operating temperature.

Seems the idling speed is too hogh resulting in the vehicle wanting to move forward without the accelerator.

Check coolant level.
Check Idle Air Contral valve.
Check for vacuum leakages.

How much would depend on what is wrong.
