Engine Revving problem

Sometimes when I turn my car on the engine is revving uncommonly high. I then turn the engine off, turn it back on again and it will be revving normal. Is this likely a symptom of a bad Throttle Position Sensor? Or is this a sign I need to clean my Throttle Body? Or is this something completely different? There is no Check Engine light on. Thanks in advance!

Best thing to do is first clean the throttle body out with cleaner to see if there is any carbon build up. Have the car scanned. Most likely it is the idle positon sensor is bad. I have tried to clean one but found it is better to to replace it.
