Lights on 4x4/low range buttons will not come on am trying to engage 4x4 due to snow weather what is wrong

Start with checking all the fuses with a test light.

Can't tell you what is wrong but can walk you through some tests to figure that out. So in the back left (drivers) side of the car there is a panel, remove it. Now there is a box in there that controls the 4x4 system. Now unplug the connectors to that box and then turn the key on and have some one push the buttons what do the lights do on that box?
