Will not start but tries

Newly rebuilt engine tries to start but will not. It is getting fuel and spark. It has a carburetor and has an HEI distributor. If I use starting fluid I get a small amount of black smoke from the exhaust.

I thought I should add, it has a high rise intake as well as a knock off Holley carburetor unsure of size it is either a 600 or 650. It has flat top pistons, the original 64cc heads, factory cam, roller rockers that are 1.6. Engine has ran with the original TPI setup but not good. I pulled the TPI to replace the factory injectors and broke the fuel rail so this is why I went non computerized.

Black smoke usually too much fuel. Is base timing correct?

Are you 100% sure the distributor is in correctly?

Firing order correct and is in sync with rotor direction?

If so, have you scooted/tweaked it a little one way or another to aid in better timing to start it up (until you can get idle speed and a timing light on it)?

Yes, I have checked timing over and over again and it is right on. It just will not start. I just went and bought a brand new carburetor and no difference.

What is the voltage at the positive coil wire with the key on?

Try moving the distributor a little bit counterclockwise.

I have turned the distributor both ways tried 180 degrees, and 1 tooth each direction, I think I might have figured it out, it seems that the intake manifold maybe not sealing it is the one cheap thing I bought, I will post back soon and let you guys know
