Windshield washers do not work, passenger seat belt does not work

Seat belt did work but is not working at present can not pull it out.

The seat belt could be the self tension-er, the part that once you pull the belt out and it latches you cannot adjust the belt without releasing it and letting it fully retract. If that has jammed you will probably need to remove trim to get to the re-tractor unit and free it. Or replace the belt assembly if it will not release.

Windshield washers could be the fuse or more likely the pump at the bottom of the tank has failed.

That is not correct for seat belt it works some time but it an electrical problem.

If it is not the mechanical tension-er that is the problem, which is very common on them. Check that the child occupancy switch is not damaged or the wiring up to the re-tractor motor. The gearing itself sometimes fails but that usually just causes a lot of noise before it fails.
