Distributor replacement instructions please

Before you replace distributor check to see if rotor moves, it should not if it does the gear is shot on bottom of distributor.

Yes, the rotor pulls up and down a good centimeter.

Your fuel pressure test does not make any sense. The spec is 58 to 64 and it will ever exceed that spec because the regulator bypasses at 64 with the engine off.

It holds steady at 59 60 the jump I would assume is the gauge.

There isn't anything to setting it beyond just dropping it into the right position. It is not adjustable. If it is in the wrong position it will trigger a P1345 code.

My distributor is adjustable it is a two plug vertical post distributor there is no set position it locks in at if I set it with plugs pointed towards cab it still sits in the same way as if it sits with plugs towards motor.

Okay, on many of them the hold down tab is made onto the distributor. If yours is actually adjustable you will need a professional scan tool and you will have to rotate the distributor until the cam offset reads zero in the scan tool.
