Whistling noise

There is a whistling noise coming from the bottom of the engine. It does not whistle when cold nor when accelerating. It is very high-pitched and you can hear it from blocks away. Have replaced thermostat, water pump (not Volkswagen brand) and belts. Mechanic who replaced water pump said it was coming from the transmission, said there is a fan in front of the transmission that helps the brakes. I do not know what to think. Any ideas? Not a turbo. Does have a 2.5L engine, though.
