Wheels fell off while driving after having the water pump replaced?

Hi, my wheels fell off whilst driving on motorway last Monday the garage change water pump. And Cam belt would the garage of needed to take the wheels off as all bolts where loose?

Okay, it's just they are stating they didn't remove the wheel is this possible to do without wheel removal at all. I've included a picture of the damage.

Hello,

While some of the work can be done from the top of the engine past the engine, mounting the lower part of the job requires removal of the right front wheel.
This allows the removal of the wheel arch liner which gives access to the crankshaft pulley.
