Took apart the rotor and everything put it back together and I saw some manual said put caulking around the axle nuts.

Are you talking about the hub nut on the rotor? If so I have not heard of that. I attached the process for tightening the hub nut.

Can you tell tell me what manual you saw this in?

Not sure what they are referring to. The axle nut gets torqued down and needs to be located in a specific spot in relation to the locking ring. There is a liquid gasket (Loctite 515) that gets applied to the hub flange to keep the grease inside clean but that is about the only thing that resembles caulking. Unless they meant clocking which would be the locking ring that is used to secure the axle nut in place using the set screw in it.

I don't know. It just says loosen the caulking around the axle nut which makes no sense to me.

Step 8:
Installation is the reverse of removal.
Torque the hub bolts to 76 ft. Lbs. (103 Nm).
Use new driveshaft nuts, torquing them to 181 ft. Lbs. (245 Nm). Apply new caulking. The caulk should be free of cracks when applied.

Okay, found the issue, the Rodeo you have isn't quite the same as the service info we have, yours uses the unitized hub like the second picture correct? In that case the caulking is the sealant used between the new hub and the spindle assembly to keep water out. Not really needed as the bearings are sealed but it could keep things from rusting together.
