Wheel arch?

I just bought this car as a cheap run around been fine until today when noticed a scraping noise when turning to the right, looked and found this, seems as though it was held by zip ties.

No images made it through but, I'm guessing it's the fender liner that fell loose. I'll wait until the pictures show up.

Okay, that is collision damage. Were you aware that the car had been hit? From the damage it looks like the front core support, inner fender and liner are all damaged. About the only way to repair that would be to pull the panels off and pull and hammer those pieces back into shape or cut it free and weld in some replacement pieces.

Yes, the guy did mention it was a cat n car but said it had been repaired to a good standard, clearly not! Do you think this will be expensive to repair? Thank you for your responses, you have been very helpful.

From the images it doesn't look like it was hardly repaired at all. It looks like they removed the damaged parts, stuck other better parts over the damage and called it done. From the images it looks like the upper frame rail for the front end is damaged as well as the support structure. If it were me, I would be looking into returning the vehicle and getting the money back. If there is any form of warranty, I would use it and possibly the law to get out of that vehicle. Price wise it's hard to say as I'm in the US but here that would be a 3†4-thousand-dollar repair at least, could go higher depending on what can be repaired versus replaced. It looks like the front bumper support is damaged the upper frame rail, the core support and that there is nothing supporting the bumper cover on that side but luck.
Sorry to be the bearer of bad news but that will be an expensive repair to have done correctly. I would also suspect things like the air bags and seat belts will need to be checked to see if they were actually replaced if they deployed.
