What is the easiest and cheapest way to have tires stick out past the fender of my car?

I attached 2 images. The left side image is what I want my car tires to look like. The right side image is pretty much how they currently look.

Hello,

For that you will have to use low offset wheels and possibly add wheel spacers.
One thing worth mentioning is that when you have set up of this type, it puts more than usual pressure on the wheel hub and bearings, which can cause them to go bad sooner than usual.
Your factory wheel has 45mm offset you will need an offset value close to zero or even negative. Plus you will have to add wheel spacers for the wheels to stick out off the fender.
The bolt pattern you will need is 5 x 100.

Is it true it will mess up my car's suspension? I also heard it is illegal in California.

It puts more stress on your suspension components, which can cause it to wear out faster than usual.
I am not sure about the legality of this type of setup in CA. You might want to check with your local DMV for accurate information.

If its your daily driver, I would not recommend doing this. But then again I have seen people do this to their daily, but not ideal.
