Washer fluid will not dispense

Trying to find a wire diagram that goes from the switch on the steering column to the BCM. Somewhere before the fuse I am losing power. Used a test light and ohm meter to check fuse. I am not getting any power there. I swapped the fuse with the horn fuse which clearly works. Still no power to the fuse. The wipers, flasher, and turn signals all work fine. The wipers even work when I hit the washer switch, but no fluid comes out. I've change the entire reservoir, motor, and Level sensor. Check the old motor after changing it. Worked perfectly. Blown out all the washer fluid lines, so I know it's not clogged. Any advice would be very helpful and appreciated. Thank you for your time.
