1999 Volkswagen Passat not firing on no. 2 cylinder

I have put in new plugs, coil pacs, and fuel injecter vaulves. My tester says it's getting fire up to the coil pac but not through it to the plug. I changed it around to the other cylinder and it fires on them just not on the no. 2. PLEASE what could be my problem?

I don't know what you mean by using this diagram.I have a book with diagrams I need an answer on what could be the problem.
