Car wont start

1973 vw thing I put a new regulater in and my car was running good but the generator and brake lights come on and stay on but sometimes they dont come on at all and some times they will turn off do you think this is an electrictal problem because now my car wont start if I get jumped it starts and its a new battery but when I turn the car off I have to get jumped again

First off, you should check to see if your battery is charged, getting a charge, and holding a charge. New batteries can be faulty. The fact your generator light comes on says it is not charging. Too low an idle will bring that light on as well.
Check the battery clamps. They must be shiny silver clean, not black or corrodded with gunk. Make sure the connections to the posts are tight.
Really, if you havn't touched anything, all should be good.
