1993 Jetta with white smoke

I have a 1993 Jetta that has white smoke coming out of it when it is up to temp in idle. It will not pass an emmisions test also. I am not losing coolant. I have replaced the ECU, coolant temp censor, oxygen sensor, cat, and muffler. Is it possible that there is water in the exhaust. I bought it from a wreaker. There didnt seem to be any white smoke before I put on the new exhaust parts. Is there anything that could be causing this. Is it just steam or something more serious?

If the previous engine failed then the cat is full of coolant. Take it out on the highway and stand on it for a little while and see if the smoke goes away
