2001 Volkswagen Jetta Battery has Power but car wont start

When you turn the key on all the power comes on but the car will not turn over or start. The car makes no sound at all when the key is turned over but all of the interior and exterior lights radio and everything else gets power.

Thank you, but as it turned out, when I looked in to the engine, I found the connection to the starter was off and had to be plugged back in and the positive terminal connector had to be replaced because it was frayed to the point that no connection was coming thru, I replaced the terminal and plugged in the starter and the car started and is running right as rain now.
