1997 Volkswagen Jetta No air conditioning!

My air condioner will kick on but wont blow cold air with the engine off but when the car is running it wont do anything at all. I was told it might have something to do with the throttle position sensor?

The AC will not work with the engine off.

Alright but when I have the car running and I try starting the ac it does nothing at all, its just like the regular fan is running. The compressor doesnt even kick on to try and start the air conditioner. I dont know what is wrong?

First thing to check is that it has freon in it.
