1995 Volkswagen Jetta TEMPERATURE

My 1995 VW Jetta the temperature gauge is running about 225. What could be causing this. I have made sure that there is water in the car. I checked the water and it was not boiling. Is this normal?

Check and see if the cooling fans are working. Turn the a/c on the fan for the condenser should start with the compressor, and at 225 the fan should run to cool the radiator. Check the thermostat if the fans work.
