VCI will not turn on?

Changed battery, now engine light, hill descent light on, cruise control light flashing. Is there a particular fuse that controls the VCI? (My scanner won't work)

It sounds like you had a voltage surge, or I would disconnect the battery and do a hard system reboot, this guide can show you how:

Here are the fuses I would check for the communication error. Fuse # 13 - 7.5 amp in the fuse panel on the left side of the engine compartment and fuse # 4 - 10 amp in the fuse panel inside the car. Please let us know what happens.
