I have a 96 accord when I turn on the headlight the horn will sound until I turn it off.
During the day everything normal. Horn will work when I press the horn pad.
I try to pull out the horn fuse and turn on the headlight the horn still sound.

Attached is the horn schematics. Check for a short between lighting sires and horn. If the horn/stop ligh fuse is removed and horn still sounds, the shorting should be be after the relay and most likely near the horn.

It is never easy to find the location. Look out for repaired wirings and impact damages.
Is vehicle equipped with or without Daytime Running Lights?
