Truck did not pass smog because check engine light did not turn on

I went to get my truck smog and it didn't pass because they said that the check engine light didn't come on and that the obd2 scanner couldn't communicate. I don't know how to fix it.

Hi,

What I need you to check is for power to pin 16 on the data link connector under the dash. I attached a pic below to help orient you with its location.

Simply use a test light to see if it lights indicating there is power. Here are a couple links you may find helpful:
