Transmission not shift first to second gear properly and refuse to go to fourth gear

I have sth dont understand after everything going good but when I try to drive at high speed 100 to 110 km/h my rev is going to 3500-3700rpm is it normal or something problem? And I want to know that what is the rang speed for gear changing? And my idle rev is 750 - 800rpm

I just drive at high speed yesterday and checked with my mini obd2 scanner and it shows the code P0741. What should I do with this and what happen if I drive with this code?

Thank you for reply. You mean the torque converter clutch solenoide, it that one I been changed already.
