Transmission not shifting past low gear and engine light is on

My car will not upshift past thirty mph, I have to get the car to approximately forty five mph and put it in neutral and shut the car off while rolling. Then restart and put back in drive then I have my higher gears. The code is 0715 and I would like to know where this sensor is so I can replace it?

715 is input speed sensor, but it may not be that it could be wiring, TCM and a few other things. A transmission professional should check it. See picture.
