2003 Dodge Intrepid shifting problems

My car shifts down into 2nd gear when I stop. Then I shift to park turn the car off and start it up it resets and is fine until I stop or get bellow 30 mph. Could it be my shift control module?

Does it shift normally after shutting the engine? Have any warning lights come on?
