1991 Toyota Tercel Catylitic converter

My catylitic converter gets RED hot so hot that the carpet by the emergency brake smokes. I took of the carb and adjusted the fuel air mixture and it still get RED hot. Can you help

Your cat converter is blocked soild. The fuel -is or was-probably too rich and when this happens raw fuel gets into the converter itself. This is what blocks up the converter. There is no fixing this and this condition will cause your engine to over heat and fail. The converter must be replaced, however if you replace it without fixing the fuel issue, it will just happen again.
BTW I've seen cars catch on fire from this condition so this is very dangerous
