1991 Toyota Tercel 1991 Tercel Won't Pass Smog

Hi,
I have a 1991 Toyota Tercel that will not pass California smog.
At first there was a problem only with the exhaust section- there is 3 sections that the car has to pass inspection in.
Then my mechanic repaired the exhaust pipe and now
it is not passing in the other 2 sections- fuel mixture and unburned fuel I think, but not sure.
We replaced the oxygen sensor and it is still running with the mixture off. Before I spend anymore money, I'm hoping someone has an idea what the problem is

What failed the test? HC/CO/CO2/NOX/O2?

HC and CO failed, by the way mechanic says the EGR is working.
It was failing in the NOX but the exhaust repair fixed that and made the other sections fail.

The EGR valve if it shuts closed will raise the oxides of nitrogen.

HC and CO High levels I recommend you have the catalytic converter and air injection system checked out-
