Radio or ignition short?

2003 Toyota Sienna V6, 108,683 miles

Recently the radio on the above vehicle has started cutting off and losing the station presets upon ignition. If the key is simply turned to "on" everything is OK, radio comes on on last station playing. However, upon actual ignition the radio turns off and when manually turned back on it has lost all station presets. Dealer seems to be guessing that is the radio. Does it sound more like a radio or igintion short?

I have a 2001 Sienna, it was erasing all the preset stations when the radio was on and the vehicle was started. Upon checking I found out that the vehicle battery was getting weak and all the power from the radio was being used to start the vehicle and was erasing the radios memory (same results as disconnecting the battery). Replaced the vans battery which corrected this problem.
