Brake pedal is down to floor

The brake pedal is very soft and down to te floor. In order for it to brake I have to press it down all the way and the brakes go from hardly braking at all to locking the wheels. I replaced the master cylinder and the problem remains the same

Yep you nailed it the rear brake shoes are all the way down and the self adjusters could not adjust out far enough. You guys are great!
