After replace a new Radiator, thermostat, cause engine over heat. Upper water hose circulate but lower one always cold, and engine head been used Snap-on head liquid test is o.K. If turn the heater on cooling fan will on.

This may be a faulty new thermostat, thi sis not all that uncommon to find, ensure that it is fitted the correct way up, the bleed valve should be upper most, check this first.
