Cold start auto gear change.

Hi. When I cold start my camry(yr 2000, 103K on the clock.) And start my driving the gear does not change to 3rd till I reach 60km/hr speed. The rpm goes till 3500. With lot of traffic I could hardly reach 60km/hr speed in the morning. Kindly let me know is this normal.

Let car warm up before heading out, it is supposed to go into 3rd but not overdrive for faster warm ups
