ODB reads code 420- is the oxygen sensors bad or the catalytic converter bad?

Will blowing out the cat converter save it?

There is a service bulletin on this problem- the repair involves replacing the cat/exhaust manifold assembly and re-flashing (re-programming) your car's ECM. Blowing it out will not help.
