1997 Toyota Camry low RPM when starting

Upon starting the RPM never goes to 500, and huge amount of smoke comes out from the exhaust, and slowly the smoke clears up.I have to keep my foot on the gas, otherwise it will turn off. Once I move the car, then it's alright. Check engine light is on, wont pass smog check. Mechanic said bad oxygen sensor. What do you guys think? I hate to pay for parts I dont need.

The mechanic did he scanned the computer and came up with the oxygen sensor-if so you need to replace it-

When the check engine light comes On during the smog test -it would fail-you need to get rid off the CEL in order to pass.

Yes he used his scan tool and came up with that diagnostics. Can a scan tool be that specific?

The scantool is a receiving computer it retreives code/s from your computer and that's what it reported a bad oxygen sensor within the engine management system.
