If the car is making a cranking noise but wont start it could be mistimed. If it makes just a clicking sound could be your fuel pump or clogged filter or line. If no sound at all I would think it would be your starter. As for your dash lights that could be a fuse or there could be a short to your console. Check fuses first and if they are fine you got to have a mechanic check it.
