1991 Toyota Camry slow to heat

Bearly puts out heat. When the heater fan is turned on, the temperature gage drops back to cold. Is this an expensive repair?

In your case I suspect either low coolant level, or faulty thermostat. Niether is too expensive, flush and fill with 50/50 mix, after you install the new tsat.

Check for any leaks by pressure testing the cooling system!
