1996 Toyota Avalon Lights and radio shut off while driving

While driving this morning all lights and the radio shut off for about 2-3 seconds then came back on. I have had no trouble starting the car, and the engine itself was not affected by the issue.

My battery cable is somewhat loose, and I occasionally have to tighten it. When this happens it only affects when I go to start the car. If it doesn't start (no clicks or anything), I tighten the battery cable and everything is fine.

When the battery terminals requires frequently, the terminal connections are bad and this can affect the lighting or any other electrical systems.

I would suggest replacing the battery terminals, clean the posts and retightening them. Frequent intermittent disruption of the terminals are not good for electronic components of the system and can cause failure to the control units if electrical power surges.

This should also solve the lighting system problem.
