1995 Toyota 4Runner 2 problems that may be unrelated

About one year ago my 4runner started with the first problem. The check engine light would come on and then it would not accelerate over 2500 rpms. If I floor the gas it sputters around 2500 rpms and after a while usualy opens back up and runs fine, shortly followed buy the engine light going off.
For the pass to days the additional problem of the engine shutting off with no warning has started. It shuts of with no problem loosing power brakes and steering. The radio and every thing else stays on running fine. I pull over and it starts back up on the first are second crank.

Check the fuel pressure and pull the code/s from the computer by jumpering Te-1 to E-1 in the check connector and comeback with some results this is where we start

Hi
Lets see if truck will tell you what is wrong. Locate Data Link Connector right side engine compartment.
Need to jumper a wire between terminals TE1 and E1. E1 top row on left last term. TE1 second row middle term. Then turn key on, do not start, MIL light on instrument panel will start to flash. Record codes goes like this flash flash pause 1 1/2 sec flash flash flash that is 23. If more than one code there will be a 2 1/2 sec pause between.
