Tire bubbles

I am trying to figure out why my tires keep bubbling over the same rim. It happened first about 3 weeks ago so I got another tire put on and now it's happening again. What would cause this. It is on my rear drivers side.

The normal reason for that type of damage is two fold, one the narrow shoulder on that tire has no real impact resistance and as such if you hit a pothole, curb, manhole cover or anything else that might hit hard in one area the tire belting and sidewalls fail. One of the big issues with low profile tires, along with the stiffer ride from the lack of sidewall. The other is the quality of the tire itself and how it was installed, low profile tires are easy to damage if you don't use the proper tools, this is made worse if the tire is a lower quality tire as they tend to be very loose with their quality to begin with.
Looking at the picture it looks like there is some damage to the rim near the largest damaged area so I suspect its a combination of road debris and tire sidewall construction. I would look around the areas you drive as well as the vehicle itself to see if anything looks like it's hitting or being driven on. It doesn't take much to damage those types of tires.
