Timing belt broken while city drive does not start

My friend Subaru Legacy have problem timing belt 2 days ago and replaced timing belt and all bearing, etc but it does not start. {Parked 2 days outside average -20-30C}, Now in warm place, But problem is starter motor just making funny noise, engine does not crank completely, So could you explain what can we do in this situation.
