I started hearing ticking in the back of my car earlier today and then it moved to the front of the car. Also hear a low humming sound that gets worse when the car speeds up or drives downhill. Is this most likely serious?

Yes, I would not drive the car until it is fixed. This can be a loose wheel, bad bearing hub, a brake caliper that the mounting bolt has fallen off. If you can upload a short video of the noise, I can tell which direction to go in to fix the problem. I would remove the wheel that is making the noise to inspect. Also grasp the tire and try to move it side to side to check for play, this will be a sign the bearing hub needs to be replaced. Here is what I would check. Check out the images (below). Let us know how it goes.
