Swirl control valve component P0137/38

Wondering what to do to fix this issue? At a loss. Replace thermostat, fuel pump, coolant temperature sensor, catalytic converter. Everything seems to be working properly. As far as the solenoid the actuator the valve cannot get this code to go away or what else to do for this car. I know swirl valve do not go bad very often and AutoZone does not seem to know what I am talking about when I asked for one of them. Please help need to pass emissions.

P0137 and P0138 are O2 sensor codes.

If it is the swirl control that would be,

P1137 NISSAN - Swirl Control Valve Control Position Sensor Circuit.
P1138 NISSAN - Swirl Control Valve Control System Performance.

These are for the active shutters in the intake that change the intake paths to help engine performance. Common issues are that the connectors corrode inside and the harness gets damaged also they get carbon build up on the vanes inside the intake. 4 is the sensor, 7 is the actual valve.

Fuse 34 powers the valve control motor. I would verify it is not blown. Then check over the wiring for damage.
The position sensor is a simple potentiometer. The outer pins are power and ground the middle line is the signal.
