2003 Subaru WRX fuel pump

My car acts like it wants to start but wont. I hear the fule pump startin. I changed the fuel filter but what could it make it act like it isnt enough gas to start?

Have you checked spark at the plugs?

Yes. Is there 2 fuel filter on the car? Like is there 1 in the fuel tank its self?

Just one filter, located by the brake master cylinder. Pump may be weak, need to test the pressure with gauge at fuel rail. If pressure is good then the fuel injectors will need tested.
