1998 Subaru Legacy overheating

I have replaced the water pump, thermostat and had the radiator rodded out. Still runs hot. Top radiator hose has pressure and is so hot you can't touch it, lower hose is cool. Could radiator still be plugged or is there someplace else I should be looking?

Did you make sure the air pocket was out of the cooling system? There's a vent on top of the radiator above where the top hose goes on, looks a bit like a big phillips screw head, to let the air out. Otherwise it gets air-bound and the coolant won't circulate.
