Cannot turn off the wipers and lights and the transmission is stuck in park?

The vehicle listed above starts but wipers and lights come on and I can't turn them off and I can't get it out of park.

Hello,

It sounds like you have a possible issue with the TIPM, Totally Integrated Power Module, located on the right side of the engine compartment.

The TIPM controls the wipers, headlights, and brake lights among a lot of other functions.
Check to see if the brake lights are working when you press the brake pedal.
These not working would be the most likely cause of the gear selector being stuck in Park.
Check fuses M1(20A) and M37(10A) in the TIPM. These 2 fuses supply power to the brake light switch at pins 4 and 5. See image at bottom.

You could also try a TIPM reset by disconnecting the vehicle's battery and connecting the battery leads positive and negative together for a few minutes/hours. This is called a hard reset
