Sterring wheel loose

Hi there, my steering wheel is loose. Just replaced the steering box and Pittman arm and have new tie rods. What else could cause a loose steering wheel?

Loose as in you can turn it back/forth and the wheels don't move? OR Loose as in the column moves around a lot?
Do you have a tilt steering wheel?
How loose is it, moves an inch or?
