Steering wheel hard to turn

I can turn the car on move back and forward but my steering wheel it's hard won't move an inch in either direction.I do have power steering fluid and pump pulley does work. Please help

Good afternoon,

Sounds like you either need a power steering pump or a rack assembly.

The pump needs to be tested to see if it is putting out proper pressure. If it is, then the rack is bad. If there is no pressure, the pump is the failure.

Thank you for your reply, it was neither of them, the harmonic puly was bad and was making the belt slide to one side, and slip off to the puly, the power steering was not getting the amout of pressure to move right.

Okay, you never said anything about the belt sliding off.
